In July 2009, the Center for Institutional Development - CIRa, Skopje started the implementation of the CIVICA Mobiltas Programme, financially supported by the Swiss Agency for Development and Cooperation (SDC), represented by its Swiss Cooperation Office in Macedonia. 

The main goal of this Programme, amounting to a total of CHF 3,750,000, is to contribute towards capacity strengthening and sustainability of civil society organizations. More specifically, the Programme supportsthe civil society organizationswhose objective is to: 

• oversee the work of local authorities, especially in terms of application of the principles of equal access, equitable distribution, non-discrimination and efficiency in the provision of public services;
• oversight the financial, budgeting and accounting practices of the public expenditure and private sector practices, as well as promote and support corporate social responsibility in the private sector;
• encourage and develop interethnic dialogue in all areas of society. 

The direct beneficiaries of the Programme are civil society organizations in Macedonia, aiming to contribute to positive changes and development of society as a whole through their active involvement in the current process of democratization and decentralization. 

The Programme works on accomplishing the identified objectives through the implementation of financial instruments for support of civil society organizations, defined in terms of their purpose as project and institutional grants which are awarded annually. Also, capacity building activities for civil society organizations are implemented as part of the Programme (training delivery, consultancy services, mentoring, facilitation etc.). 

On the other hand, in order to reinforce the social role and support of civic organizations, the Programme initiates and supports a debate focused on the civil society’s role in society, promotion of the management process including establishing and maintaining quality standards related to the operation and provision of services by civil society organizations.  

The Programme encourages and supports collaboration and networking between civil society organizations and building successful partnerships with the Government and the business sector. Furthermore, the Programme promotes participation of the civic sector in the policy-making processes. 

Striving for a strong civil sector and supporting dialogue between various ethnic groups in multiethnic communities, “CIVICA Mobilitas” actively contributes to the development of Macedonian society, especially in strengthening interethnic cohesion.
