 Project Title:
„Acceleration and Modernization of the Process for Issuing Construction Permits”
 
Project Goal:
Improving the quality of the services provided by the local self-government in terms of issuing construction permits, as well as of the related services provided by the departments for urbanism, communal affairs, environment protection and municipal local economic development.
 
Summary of the Project:
The Project will include the following activities:
1. Examination of the current situation in 10 partner – municipalities, followed by a preparation of reports on the findings there (situation analysis).
2. Development of Strategies/Action Plans for modernization and acceleration of the procedures for issuing construction permits.
3. Implementation of the Strategies for modernization of the services in the area of issuing construction permits.
4. Development of a model for digitalization of the process of issuing construction permits which will be used in the departments for urbanism and communal affairs in the partner – municipalities and upgrading the model with other services provided by the municipalities.
 
As a result of the Project, a Handbook establishing a geo-informational system in the Local Governments with technical standards will be developed and distributed to all municipalities in the Republic of Macedonia. The expected Project long – term outcomes are: improved citizens’ information on the necessary documents and procedures for issuing construction permits, developed standards for digitalization of urban plans, trained municipal employees on NSDI, scanning, geo-referencing and vectorization of urban plans.
 
Target Group
The Project Target Group includes the employees in the sectors for urbanism, communal affairs, environment protection and local economic development in the 10 partner – municipalities. Direct project beneficiaries are all citizens in the 10 partner – municipalities, as well as the potential investors, land developers and constructors in those municipalities.
 
The project is implemented in the period from January 2011 to December 2011.
 
The Overall Project Budget is MKD 2,375,550.00  while the support within the frames of the CIVICA Mobilitas Programme is MKD 2,140,550.00

Citizens’ Association MOST

 Project Title:
„Sustainability Standards for Accountability, Transparency and Cooperativeness of the Local Government”
 
Project Goal:
The goal of the project is to contribute towards increased transparency, accountability and good governance and to increase citizens’ awareness of the work of the Councils of Local Government Units (LGUs). 
 
Summary of the Project:
The Project will be implemented in the frameworks of MOST’s Program: “Responsible Institutions” and the following activities will be carried out:
1. Preparation and presentation of criteria and standards regarding the preparation procedure and availability of the Minutes on the work of LGU Councils – presentation of the criteria and standards to the responsible people in all 85 LGUs.
2. Preparation and promotion of the Reports/Ranking Lists through monitoring the availability of the Minutes of LGU Councils’ sessions on web-sites or other information places, analyzing and processing Monitors’ Reports, submitting requests for providing the Minutes according to law, gathering data, analyzing and processing the Minutes of Councils’ sessions according to the criteria and standards and promoting the Report/Ranking List twice a year.
 
The Project will contribute to fulfilling the following long – term goals: Increased quality and availability of information concerning the work of LSU Councils for the citizens, and citizens informed about the success of application of the established criteria and standards in the preparation and availability of the Minutes of Councils’ work.
 
Target Group
This Project directly targets LGU Administration and 1379 Council Members of 85 Municipal Councils, and it indirectly targets 85 Mayors and Municipal Councils. Final beneficiaries are all citizens in Republic of Macedonia.
 
The Project is implemented in the period from January 2011 to December 2011.
 
The Overall Project Budget is MKD 5,448,884.00  while the support within the frames of the CIVICA Mobilitas Programme is MKD 4,639,732.00

Union of Special Educators and Rehabilitators of the Republic of Macedonia

Project Title:
„Simultaneous Strengthening of Municipal Capacities and Citizens' participation for Improved Cooperativeness”
 
Project Goal:
The Project Goal is to train the Municipal Administration for a better quality public service in the social and educational sphere provided to the persons with disabilities, and refer citizens to establishing organized forms of action for the purpose of appropriate lobbying and advocacy for their interests.
 
Summary of the Project:
In the frameworks of this Project, active collaboration will be established with the selected Municipalities’ Administration, after which a process of identification of and communication with municipal associations of persons with disabilities (PD) and their parents and representatives will begin by giving training to disabled persons’ parents and representatives on organized action for a better quality process of lobbying and advocacy.
A Workshop entitled “Rights of Persons with Disabilities and Possibilities to exercise Such Rights on a Local Level” will be organized for disabled persons’ parents and representatives in all 10 Municipalities, followed by training for the Municipal Administration dealing with preparation and implementation of programs in the abovementioned areas.
In the October – November period, direct meetings with the Municipal Administration have been planned, which will be attended by disabled persons’ parents, representatives and citizens’ associations.
In the end, a Manual on the Role of Municipal Administration in the Realization of Annual Programs in the Process of Education, Upbringing and Social Protection of PDs will be prepared.
 
The successful impact of the two focuses specified in this Project Activities will end by encouraging and implementing a more successful collaboration between the two stakeholders.
 
A Target Group of the Project is the Municipal Administration, more exactly, the people responsible for the social and educational field of action at the local level. Direct beneficiaries are the representatives of persons with disabilities, both parents of children with disabilities and members of already established citizens’ associations whose interest are the PD, and who act on a local level. The Project will be realized in 10 Municipalities in the South-western and North-eastern part of RM. 
The Project is implemented in the period from January 2011 to December 2011.
 
The Overall Project Budget is MKD 2,080,400.00 while the support within the frames of the CIVICA Mobilitas Programme is MKD 1,762,800.00

Association for Democratic Initiatives – ADI

 Project Title:
„Responsible and Transparent Local Government”
 
Project Goal:
Enhancing the level of transparency and good governance in Local Government Units in the North – western region of Macedonia
 
Summary of the Project:
This Project envisages a research to be carried out with the aim to provide an insight into the transparency and functioning of the local government. After obtaining the research results, 12 public debates will be organized, from which conclusions and recommendations will be drawn and incorporated in the Final Report.
The Final Report will be printed in 500 copies and distributed to citizens, Local Government Units’ officials, the media, researchers and other potential beneficiaries.
The research results, i.e. the publication will also be promoted at a final national conference, where the recommendations and conclusions from the public debates will be presented. The final conference is also expected to produce guidelines on the future work of Local Government Units, civil society organizations, the Ministry of Local Self-Government and other parties interested in enhancing transparency and good governance.
 
Hence, this Project will contribute to increasing Municipalities’ transparency and good governance, as well as to raising the defined standards of transparency and finally, to increasing citizens’ participation in the process of decision – making on a local level.
 
A Target Group of the project is the Local Government Units in the North – western region of Macedonia: Jegunovce, Tearce, Tetovo, Zelino, Brvenica, Bogovinje, Gostivar, Vrapciste, Mavrovo and Rostuse, Zajas, Oslomej, Vranestica, Drugovo, Makedonski Brod and Kicevo; the civil organizations and citizens of these Municipalities; and the local Neighborhood Units.
 
The Project is implemented in the period from January 2011 to December 2011.
 
The Overall Project Budget is MKD 3,793,900.00  while the support within the frames of the CIVICA Mobilitas Programme is MKD 3,402,900.00

New Business Education Foundation (NBE)

Project Title:
„Energy Efficient Services at the Local Level”
 
Project Goal:
The Project Goal is to improve the energy efficiency in the provision of public services on a local level, through a process of training and technical assistance to the Local Government management on the possibilities and methods for investment in energy efficient projects.
 
Summary of the Project:
The Project will cover a series of training courses and workshops organized in 8 cities in Macedonia on the following topics: Possibilities and Methods of Investment in Energy Efficiency Possibilities for Energy Efficiency Fund-raising, The Process of Sustainable Development and its Components, and Implementation of Local Environment Action Plans (LEAPs) in Municipalities.
Parallel with the process of training and based on the experiences from the workshops, a Manual on Local Level Energy Efficiency Projects will be developed to serve local managers.
The Center for Project Support will provide free (or discounted) technical support to the Municipalities for developing grant and credit project applications for projects in the areas of energy efficiency, sustainable development and environment protection, with the aim to assist the Municipalities in their approach to the Programs (primarily EU Programs) in this area.
 
The long – term Project outcomes are the following:
1)    Increased investments in energy efficiency on a local level
2)    Increased energy efficiency in the public services on a local level
 
Target Group
The Target Group of this Project is the Local Government Units and local managers in R. Macedonia.
The final beneficiaries will be all the citizens, households and business entities in the Republic of Macedonia.
 
The Project is implemented in the period from January 2011 to December 2011.
 
The Overall Project Budget is MKD 2,360,800.00  while the support within the frames of the CIVICA Mobilitas Programme is MKD 1,595,800.00
