Project Title:

„Resources for Responsible, Transparent and Accountable Operation - ROTOR”
 
Project Goal:
Increasing the degree of transparent, accountable and responsible operation of Local Government Units through Municipal Administration capacity building and creating and nurturing moral and ethical norms of behavior for the purpose of easier and faster fulfillment of  standard for efficient and citizens’ service oriented institutions.
 
Summary of the Project:
The following activities will be implemented in the frameworks of this Project:
1. Building Municipal Administration’s capacities for performance of their daily activities with increased professionalism and for application of different measures and methods of work transparency.
2. Using the available resources for transparent, accountable and responsible operation and building bridges of trust and mutual collaboration, where the participants will be bound to implement the acquired techniques and methods in their daily work for the purpose of increasing the transparency of their own Municipalities. A number of initiatives for preparation of promotional materials, implementation of new methods and use of available resources will be made within this Project.
 
As a Project outcome, improvement is expected in the quality of public services through improving the system of services provided by the local level institutions, increasing the transparency, accountability and responsibility in the operation of civil servants and local officials, increasing the capacities of Local Governments’ representatives, as well as applying moral and ethical norms in Municipal Administration’s behavior.
 
The target group of the Project is Local Government Units and their Councils in 5 Municipalities in the North-east part of Macedonia: Kratovo, Kriva Palanka, Rankovce, Staro Nagorichane and Probistip. Direct beneficiaries are the local communities and the citizens of these 5 Municipalities, while indirect beneficiaries are the national and local institutions, business sector, Branch Ministries, public enterprises, Neighborhood Units and educational facilities.
 
The Project is implemented in the period from April 2011 to September 2011.
 
The total budget of the Project amounts to MKD 652,500.00  while the support within the frames of the CIVICA Mobilitas Programme amounts to MKD 454,000.00

Media Plus - Shtip

Project Title:
„My Municipality”
 
Project Goal:
The Project’s goal is by broadcasting radio programs about the quality of Local Government services, to improve the quality thereof and relations with rural municipalities’ population as an end user of the services, to increase the level of transparency, accountability and good governance and to enable mutual information process between Mayors, Councils and municipal management staff.
 
Summary of the Project:
In the frameworks of this Project, the following activities will be implemented:
  • Project preparation, production of radio programs and field recording
  • Broadcasting the radio program “My Municipality” 
  • Realization of a contact and informative radio program
  • Production and distribution of an informative newsletter
  • Preparation of materials from each radio program to be published on the web-site of Media Plus; Archiving the web materials, comments and forums
 
Expected Project outcomes are: gaining public support for rural municipalities and communities, increasing the information level on rural development among the general public, establishing better media – Municipality relations, an increased number of citizens seen by the Mayors and local administration, an increased number of citizens’ initiatives, as well as increased information level on the citizens’ needs and problems through the informative newsletter sent to Mayors, Municipal Council Members and Municipal Secretaries, and to the Ministry of Local Self-Government and other Ministries.
 
The target group of the Project is: Local Governments, citizens/users of Local Government services, public administration and marginalized groups in 10 rural municipalities in Macedonia (Berovo, Vasilevo, Krivogastani, Mogila, Novaci, Chashka, Vevchani, Karbinci, Lozovo and Chesinovo – Obleshevo).
 
The Project is implemented in the period from April 2011 to September 2011. 
 
The total budget of the Project amounts to MKD 642,606.00  while the support within the frames of the CIVICA Mobilitas Programme amounts to MKD 464,206.00

Regional Center for Sustainable Development - Gevgelija

 Project title:
„Civil Participation for Successful Decentralization”
 
Project Goal:
To improve the quality of decentralized service delivery by Local Governments in the Municipalities of Gevgelija, Bogdanci and Dojran through information, research and education of all stakeholders in the civil society.
 
Summary of the Project:
This Project will provide capacity building to civil society organizations on the topics: „Introduction to Local Government Competencies” and „Forms of Direct Civil Participation in the Local Government’s Work and Decision – making Process”, followed by a Public Opinion Poll aimed at determining the level of citizens’ satisfaction/dissatisfaction with the work of the Mayor and Councils of the Municipalities of Gevgelija, Bogdanci and Dojran.
 
By informing the citizens about the Local Governments’ structure and competencies in these three Municipalities, and by preparing and distributing the informative brochure “The Municipality Closer to the Citizens”, public awareness will be raised as well. The brochure will be published in 1000 copies.   
 
Long – term Project outcomes are: strengthened capacities of NGOs and Local Governments in the Municipalities of Gevgelija, Dojran and Bogdanci related to the forms of civil participation in Municipalities’ work and municipal competencies, informed citizens about the structure, employees and competencies of Local Governments and Councils, established process of communication and cooperation between SCOs and local authorities, as well as increased level of quality and transparent operation of Local Governments.
 
Target groups of the Project are Civil Society Organizations from the Municipalities of Gevgelija, Dojran and Bogdanci, Local Government employees in the Municipalities of Gevgelija, Dojran and Bogdanci, as well as the citizens from these Municipalities.  
 
The Project is implemented in the period from April 2011 to September 2011.
 
The total budget of the Project amounts to MKD 598,200.00  while the support within the frames of the CIVICA Mobilitas Programme amounts to MKD 461,900.00 
 

 

ARA – Academic Regional Association - Skopje

Project title:
„Local Action Plan on Anti – discriminatory Policies”
 
Project Goal:
Making policies and raising public awareness and culture of the Municipal Administration and local population for easier understanding and interpretation of the changes arising from inter-ethnic relations by developing a Local Action Plan on Anti – discriminatory Policies in accordance with the EU standards and Directives.
 
Summary of the Project:
In the frameworks of this Project, a Working Group for development and implementation of anti-discriminatory policies will be established, after which there will be mapping of the opinions and determination of the real situation in the Municipal Administration related to anti – discrimination issues. This will be done through a survey of 500-750 respondents. Then, a preparation of a Local Action Plan will follow regarding the implementation of the indicators for improvement of the efficiency of anti – discriminatory policies on a local level.
 
The Working Group, formed at the beginning, will work for the purpose of transparency and accountability to the general population in the Municipality of Arachinovo with regard to issues of anti – discrimination and equality, and in parallel, Project activities will be focused on developing the awareness of the need for anti – discriminatory behavior using the media and informative materials.
 
As a result of the Project, a Local Action Plan on Anti – discriminatory Policies at the local level is expected to be adopted, containing indicators identified to measure discrimination on a local level, as well as the awareness raised on the need for anti – discriminatory behavior of the public and local Administration.
 
Target groups of the Project are the local authorities in the Municipality of Arachinovo and the local population, which is the final Project beneficiary, as well.
 
The Project is implemented in the period from April 2011 to September 2011.
 
The total budget of the Project amounts to MKD 571,900.00  while the support within the frames of the CIVICA Mobilitas Programme amounts to MKD 297,300.00

Association for Local Rural Development – Kamenjanje 

 Project Title:
„Gender Equality in the Local Policies of the Municipalities of Bogovinje and Brvenica”
 
Project Goal:
The Project Goal is to analyze the capacities and needs of the local institutions in the Municipalities of Bogovinje and Brvenica in relation to incorporating the principles of gender equality in local policies, i.e. making gender sensitive policies. This type of analysis in necessary to create a mechanism that will ensure gender equality on a local level.
 
Summary of the Project:
In the frameworks of this Project, an estimation of the existing policies and practices in terms of gender equality approach will be made, especially related to the status and position of the woman in the Municipalities of Bogovinje and Brvenica, the political will, special bodies and commissions, strategic documents, methods of informing on the position and status of women and men in all aspects of life. In addition to this, the organizational and governance structures will be analyzed in terms of their capacities for making and implementing gender sensitive policies, after which the current strategic approaches to gender equality will be taken into consideration.
 
The final result will be to create a basis and a plan that addresses Local Governments’ drawbacks and needs for incorporation of the principle of gender equality in local policies in the Municipalities of Bogovinje and Brvenica.
 
Long – term expected Project outcomes are: established effective collaboration between all relevant stakeholders on a local level to create gender sensitive policies and increased awareness of the local institutions about the need for establishing mechanisms of gender equality by making gender sensitive policies.
 
The target group of the Project is the Municipal Administration, with a special focus on the Members of the Commissions for Equal Opportunities in the Municipalities of Bogovinje and Brvenica, the Coordinators for Equal Opportunities, representatives of the Department for Labor and Social Issues, local civil society organizations, local educational and health institutions and the private sector.
Beneficiaries are the local institutions, as well as the citizens in the rural communities.
 
The Project is implemented in the period from April 2011 to September 2011.
 
The total budget of the Project amounts to MKD 684,000.00  while the support within the frames of the CIVICA Mobilitas Programme amounts to MKD 454,000.00

Civil Association Youth Can – Skopje

Project Title:
„Year of Youth – Our Year, Our Voice”
 
Project Goal:
The Project goal is to increase the contribution of young people from different ethnic groups and cultures to the development of a peaceful and democratic society where the awareness of the value of culture diversity through practice of inter-ethnic and inter-cultural communication, peace and co-existence prevails.
 
Summary of the Project:
In the frameworks of this Project, the following activities will be implemented:
  • Organization of 4 interactive educational and creative workshops for young people (one Workshop on Creative Exploration of Cultural Identity; two one – day Workshops on Learning and Implementation of Theatrical Techniques serving the purpose of youth activism; and one Workshop on Conceptual and Socially – engaged Photography).
  • Production and publication of “Youth Postcards of Skopje – Through Our Eyes” aimed at engaging young people in the direction of participative, creative exploration of the mutual culture and history and their presentation in the form of a final product – Youth Postcards of Skopje
  • Marking 12th of August – the International Youth Day
  • A Summer School on peace education, where the following topics will be tackled: personal growth, peaceful conflict resolution, fight against violence and promoting peace in the region, skills and techniques of non – violent communication, etc.
 
Expected long – term outcomes are: increased youth contribution to the development of multiculturalism and democratic values in Macedonia, as well as increased public awareness of the potential and active role of young people in the development of our multicultural society.
 
The target group of the Project is young people aged 15-25 years living on the territory of Skopje and belonging to different ethnic groups (Macedonian, Albanian, Roma, Bosniak, Turkish and other). Project beneficiaries are young people and citizens of the Republic of Macedonia as a whole.   
 
The Project is implemented in the period from April 2011 to September 2011.
 
The total budget of the Project amounts to MKD 612,780.00  while the support within the frames of the CIVICA Mobilitas Programme amounts to MKD 464,780.00

Local Development Agency - Struga 

 Project Title:
„The Diversity is a Bridge and not a Barrier”
 
Project Goal:
This Project aims at assisting local communities to overcome the prejudices based on ethnicity and religion, through encouraging inter-ethnic dialogue, public debates, a Multiethnic Art Camp, capacity building on non-violent communication, leadership and organization of a multi-ethnic cultural and entertainment event.
 
Summary of the Project:
The following activities will be implemented in the frameworks of this Project:
  • Organizing two public multi-ethnic debates, where an opportunity will open to develop an inter-ethnic dialogue on different topics.
  • Candidate selection (talented artists from different ethnic communities) for a Multi-ethnic Art Camp, where the participants will have the opportunity to develop their expression skills by using performing arts tools. At the camp, there will debates held, training on communication skills and leadership, interactive lectures, presentations, dialogue, as well as intensive introductory one – day art workshops on dance, theatre and poetic expression.
  • The activities will finish by organizing a multi-ethnic cultural and entertainment event, where the art concept developed at the camp will be presented. The concept will be a blend of theatrical expression, emotional expression captured through dance movements and slam poetry language. Through these performances, the possibility for cooperation between various ethnicities, inter-culturalism and research of variations in communication using the language of art, will be stressed out.
 
The target group of the Project is young artists from the Municipality of Struga and the neighboring Municipalities, Members of the Commission for Inter-Community Relations, and representatives of the civil and business sector with different ethnic backgrounds.
Beneficiaries are the citizens of the Municipality of Struga and the neighboring municipalities, the media, local institutions in the area of culture, Local Governments and the sector for tourism.
 
The Project is implemented in the period from April 2011 to September 2011.
 
The total budget of the Project amounts to MKD 558,190.00  while the support within the frames of the CIVICA Mobilitas Programme amounts to MKD 463,390.00

Center for Medicine, Ecology and Research MERC – Skopje

Project Title:
„Development of an Integrated Municipal Model of Care for Chronically Ill and Frail Persons – “Center for the Care of Patients at Home”
 
Project Goal:
The Project aims to develop an integrated health care model and organizational capacity building to the end of developing experiences, know-how and policies on non – institutional municipal level models of care for the chronically ill. Apart from this, the Project intends to initiate debates and develop recommendations and conclusions oriented to the policy-makers, improving the life quality of chronic patients and decreasing the costs of the health system.
 
Summary of the Project:
This Project will examine the current policies and services provided by the Local Government in the primary health care (PHC) sector, followed by a study visit to the Republic of Slovenia by the Center’s managers, in collaboration with the Department of Family Medicine in Ljubljana. After the study tour, The Care Center will start work and include 5 educated medical nurses, medical doctors, a physiotherapist with kinesiotherapy and psychologists as consultants during the educational and work process.
In parallel with the start of the Center, Local Government’s capacities will be strengthened in the area of PHC by way of a Workshop on Development of an Integrated Municipal Model of Care for Chronically Ill and Frail Persons.
In addition to this, preparations will be made to initiate the establishment of a “Center for the Care of Patients at Home” – an integrated municipal model of care for chronically ill and frail persons, by lobbing and adopting the initiative by the Council of the Municipality of Karposh.
The adoption of the initiative will provide sustainability and continuity of this care model in which the Municipality will be included as a partner. 
 
The target group of the Pilot Project “Center for the Care of Patients at Home” is all persons with chronic diseases (cardio-vascular diseases, diabetes, and cancer), old and frail persons over 65 years of age with a need for long – term care and persons with special needs. Direct beneficiaries are the chronically ill from the Municipality of Karposh, the families of these persons from Karposh and the Local Government, while indirect beneficiaries are the residents and the health workers from the Municipality of Karposh.
 
The Project is implemented in the period from April 2011 to September 2011.
 
The total budget of the Project amounts to MKD 821,350.00  while the support within the frames of the CIVICA Mobilitas Programme amounts to MKD 465,850.00

Center for Drama Arts T-HAUS

Project Title:
„Artistic Interventions in Multi-cultural Communities”
 
Project Goal:
Promotion and development of new forms of artistic expression which integrate and use the advantages of multi-ethnicity, multi-culturalism and multilingualism of our environment and surrounding, through active involvement of young people and authors, the public and local communities in the process of creating and presenting art with the aim of overcoming the “brain” and “territorial” boundaries among the groups targeted by the Project.
 
 
Summary of the Project:
This Project incorporates parallel organization of several theatrical workshops for mixed ethnic groups of children from 10 to 14 years old; poetry-slam night (live poetic – prose competitions held once a month and a workshop on impro – theatre which will be realized so that the participants (student actors and amateurs from Skopje, Tetovo and Prishtina), together with a German group specialized in improvisation, become skilled in the expression techniques through body movements and voice. The activity entitled “My Stage” will be a competition for best poster design by young people (18 to 25 years old) from Macedonia.
In addition to all these activities, a Margaret Mead festival of anthropological film will be organized in Skopje and Tetovo.
 
Expected long – term Project outcomes are: raised awareness among the youth and local communities on the advantages of the creative potential and its opportunities, increased local community participation level in encouraging and supporting innovative multi-culture projects, protection and development of culture diversity in Macedonia, enriched culture offer focusing on the creative and innovative approach of young authors and the public, as well as development of long lasting culture collaboration between authors and organizations from Macedonia, Kosovo and Serbia.
 
The target group of the Project is children aged 10 to 14 from different ethnic communities in Skopje (Macedonian, Albanian, Turkish and Roma); young poets and authors – debutants 18 to 35 years old from Macedonia, Kosovo and Serbia; young student actors and amateurs 18 – 25 years old from Skopje, Tetovo and Prishtina; young photographers and designers from Macedonia; the general public from Macedonia and the region, as well as the local communities in Skopje, Tetovo and Prishtina.
 
The Project is implemented in the period from April 2011 to September 2011.
 
The total budget of the Project amounts to MKD 1,728,256, while the support within the frames of the CIVICA Mobilitas Programme amounts to MKD 461,836.

Center for Civil Rights Mozaik (Mosaic) – Chashka

Project Title:
„Our Stage”
 
Project Goal:
The Project goal is to revive the culture life in the Municipality of Chaska, through establishing a theater company and a cultural club that will nourish the folklore traditions of Macedonians and Albanians living on the territory of Chaska and will protect and promote culture distinctiveness by concerts, theater shows and video promotions.
 
Summary of the Project:
In the frameworks of this Project, the following activities will be implemented:
  • Publish Project activities and familiarize the population with Project Goals by distributing and placing posters in public places.
  • Define lists of participants in the project in collaboration with the management of the schools Todor Janev – Chaska and Lirija – Gorno Jabolchishte. A list of students will be made according to their affinity and interest in folklore or theater performance.
  • Preparation for a promotional performance of two Culture Clubs (open performance in the village of Gorno Jabolchishte).
  • Set up a drama company (20 primary school children) gender and ethnically balanced
  • Start of the training on stage performance
  • Final performance of the members of Culture Club “MOZAIK” – Chashka with a repertoire containing the learned Macedonian and Albanian folklore from Gorno Jabolchishte, and awarding of certificates.
 
Expected Project outcomes are: acquiring basic knowledge and skills on the classical theatrical expression, creating a tradition of attending cultural events (concerts, stage performances, exhibitions), as well as familiarizing with the culture of the fellow citizens with different ethnic and religious background in the Municipality, which is the main precondition for tolerance and understanding as a base for co-existence in the Municipality.
 
The target group of the Project is young people of Macedonian and Albanian ethnicity who would actively get involved in the work of the Theater Company and Culture Club. Project beneficiaries are over 7000 residents of the Municipality of Chashka.
 
The Project is implemented in the period from April 2011 to September 2011.
 
The total budget of the Project amounts to MKD 577,280.00  while the support within the frames of the CIVICA Mobilitas Programme amounts to MKD 454,980.00
 
  

Pravdina (Fairness) - Strumica  

Project Title:
„Corruption and Discrimination in Educational Institutions and in the Process of Public Procurements at the Units and Public Enterprises in the Region of Strumica”
 
Project Goal:
This Project will contribute to educating parents on the mechanisms for corruption prevention; reporting corruption in public procurements; helping the citizens in the fight against corruption; and increasing the number of resolved corruption cases. 
 
Summary of the Project:
One of the activities planned in the frames of this Project is monitoring the Primary School Boards’ work in the Municipalities of Strumica, Vasilevo, Bosilovo and Novo Selo. Also, representatives from the organization will attend Parents’ Councils’ meetings once a month. The second activity covers monitoring of the work of the Commissions for Public Procurements by attending Bid Opening meetings of the Commissions for Public Procurements in the Municipalities of Strumica, Vasilevo, Bosilovo and Novo Selo and attending Bid Opening meetings of the Commissions for Public Procurements at the public utility enterprises.
The third group of activities consists of convening workshops for all primary schools in the Municipalities of Strumica, Vasilevo, Bosilovo and Novo Selo aimed at introducing the participants with the forms of discrimination and positive legal regulations in area of anti – discrimination.
Workshops will also be organized for the LGU Commissions for Public Procurements and public enterprises in the Municipalities of the Strumica region, to introduce them to the forms of corruption and positive legal regulations on anti – corruption.
After these activities, Pravdina will do an analysis of the monitoring of corruption and discrimination in the schools based on the survey questionnaires and complaints submitted to the Organization.
The Project will end by a conference organized by the Association, intended to present the Project results before the donors and citizens.
 
Target groups of the Project are the teachers and parents at the primary schools in the Municipalities of Strumica, Vasilevo, Bosilovo and Novo Selo, the School Board Members at the primary schools in the abovementioned Municipalities, teachers and parents at the secondary municipal schools in the Municipalities of Strumica, Vasilevo, Bosilovo and Novo Selo, School Board Members at the secondary schools in these Municipalities and the Members of the Commissions for Public Procurements in the LGUs, as well as in the public utility enterprises.
 
The Project is implemented in the period from April 2011 to September 2011.
 
The total budget of the Project amounts to MKD 515,700.00  while the support within the frames of the CIVICA Mobilitas Programme amounts to MKD 443,700.00
 
 
 

Center for Civil Initiative – Prilep

Project Title:
„Improved Services for the Citizens of Krivogastani Municipality”
 
Project Goal:
The process of decentralization effectively implemented serving the purpose of the Municipality of Krivogastani’s citizens through active involvement of Civil Society, Neighborhood Units, Public Administration and public enterprises.
 
Summary of the Project:
The Project will start with a consultative process and training delivery to civil society organizations from Krivogastani related to more effective collaboration with LGU Krivogastani. In the frameworks of this activity, 3 CSOs will be identified and evaluated regarding the programs they are implementing in the direction of local needs. Afterwards, there will be local informative sessions held with citizens from 12 local communities in order to obtain their opinion on the degree of their involvement in the implementation of local policies; whether and to what extent they are satisfied with the health, educational and administrative services etc.
Training on SWOT analysis (analysis of strengths, weaknesses, opportunities and threats) for the needs of the community will be provided for the local Community and LGU structures, with the aim to strengthen the capacities of Municipal Administration, followed by a process of local context analysis expected to bring as a result a document on the needs of the Municipality of Krivogashtani and its adoption by the Council of LGU Krivogashtani.
The last activity is represented by meetings with Municipal Council Members of Krivogashtani and Dolneni, aimed at sharing positive experiences from the Project with the Municipality of Dolneni.
 
The target group and direct beneficiaries of the Project are the Municipal Administration, Heads of Neighborhood Units and civic organizations, while the indirect beneficiaries are the citizens of the 12 settlements in the Municipality of Krivogastani.
 
The Project is implemented in the period from April 2011 to September 2011.
 
The total budget of the Project amounts to MKD 562,500.00 while the support within the frames of the CIVICA Mobilitas Programme amounts to MKD 465,000.00
